PRESIDENT MWINYI CALLS FOR STRONGER AFRICA-GULF COOPERATION ON LABOUR MOBILITY

President of Zanzibar and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has called on African and Gulf countries under the GCC+ framework to strengthen cooperation on labour mobility to ensure that the movement of workers is safe, fair, orderly and mutually beneficial.
Dr. Mwinyi made the call on Tuesday, October 6, 2026, at the Hyatt Regency Hotel in Dar es Salaam, where he represented President of the United Republic of Tanzania, Dr. Samia Suluhu Hassan, at the opening of the Second Doha Dialogue Conference on Safe Labour Mobility.
He said political commitments must be translated into practical policies, agreements and programmes that improve the well-being of migrant workers and their families while also creating benefits for employers and the economies of both sending and receiving countries.
The President of Zanzibar also stressed the importance of protecting the rights of migrant workers, improving recruitment systems, strengthening bilateral labour agreements and using reliable data to inform policies and decisions on labour mobility.
He said effective cooperation should go beyond political commitments and focus on practical measures that address the challenges facing migrant workers while ensuring that labour mobility contributes to sustainable economic and social development.
Dr. Mwinyi further reaffirmed Tanzania’s commitment to strengthening cooperation between African and Gulf countries under the GCC+ framework, guided by the principles of mutual benefit and shared responsibility.
He said stronger partnerships between the two regions would help create a more orderly and sustainable framework for labour mobility while ensuring that the interests and rights of workers remain protected.
The conference brought together senior government officials, international organisations and other stakeholders, including Qatar’s Minister of Labour, Dr. Ali bin Samikh Al Marri; Minister of State in the Prime Minister’s Office responsible for Labour, Employment and Relations, Hon. Deus Clement Sangu; Zanzibar’s Minister of Labour, Employment, Youth and Empowerment, Hon. Ali Suleiman Ameir Mrembo; and Tanzania’s Ambassador to Qatar, Hon. Habibu Awesi Mohamed.
Representatives of various international organisations also attended the meeting, alongside delegates from more than 33 countries, including African states and member countries of the Gulf Cooperation Council (GCC).
The Second Doha Dialogue provides a platform for participating countries and stakeholders to strengthen dialogue and cooperation on safe, orderly and mutually beneficial labour mobility between Africa and the Gulf region.
